The GPO has developed a draft of system-level requirements for GENI.   
Well-written requirements will allow us to evaluate design proposals  
and focus development on ensuring critical functions are supported.

Note that there are no specific technologies called out in this  
version.  Our assessment is that it is not appropriate at this time to  
select technologies for inclusion in GENI.  Indeed, much of the design  
is 'technology agnostic', driven by functional requirements which are  
not bound to any particular substrate.

This is a work-in-progress.  It draws heavily from earlier "Planning  
Group" work in 2006 - 2007.  We expect input on requirements to come  
from the research community, notably from the FIND and NetSE  
communities and, while we've received no formal NetSE input yet, we  
have several years of community thought on this subject that we've  
drawn upon.

This document includes implicit requirements in the conceptual design  
as well as requirements needed for a stable, manageable system.   
Making these requirements explicit permits an assessment of whether  
they are necessary.  If not, their removal could provide additional  
freedom to designers.  On the other hand, if there are missing  
requirements we want to identify those to shape current and future  
design efforts.

We would like to hear from you about this.  The most effective  
feedback is, of course, proposed text -- either revisions to existing  
requirements or missing requirements.  However, we are interested in  
any comments on the document you care to provide.  Please send
